TALLAHASSEE, Fla. — Today, Governor Ron DeSantis announced the appointment of Kimberly Banks, James Baiardi, Marvin “Walker” Clemmons, Gino Collura, Alan Garey, Cory Godwin, David Kilcrease, Denver Stutler Jr., James Upchurch, and John “William” Whitehurst to the Prison Rehabilitative Industries and Diversified Enterprises, Inc. Board of Directors.
Kimberly Banks
Banks is the Chief Financial Officer for Jacksonville University. Previously, she served as the Chief Financial Officer for the Florida Department of Corrections and a Senior Governmental Analyst for the Executive Office of the Governor. Banks earned her bachelor’s degree in computer information technology from the University of Central Florida and her master’s degree in business administration from the Florida Institute of Technology.
James Baiardi
Baiardi is currently retired with over 30 years of experience as a Correctional Officer. He previously served as a Principal Officer for Corrections USA and a member of the Workforce Florida Board. Active in his community, he currently serves as the State Corrections Chapter President for the Florida Police Benevolent Association.
Marvin “Walker” Clemmons
Clemmons is a Franchise Owner of Subway in Pensacola and a Realtor for Electronic Realty Associates Real Estate. Previously, he served as a Warden for the Florida Department of Corrections. Active in his community, he is a member of the Florida Free and Accepted Masons and the National Association of Realtors. Clemmons earned his associate degree in criminal justice from Tallahassee State College.
Gino Collura, PhD
Collura is the Founder of Big Guava Management. Active in his community, he serves on the Pasco-Hernando State College District Board of Trustees and is an advisory board member for the University of South Florida College of Education, the Saint Leo University College of Arts and Sciences, and Heroes Adapt, Inc. Collura earned his bachelor’s degree, his master’s degree in international relations, and his doctorate in neuroanthropology from the University of South Florida.
Alan Garey
Garey is the Chief Executive Officer and President of Decimal Engineering. Active in his community, he serves on the South Florida Manufacturers Association Board of Directors and previously served on the Greater Fort Lauderdale Chamber of Commerce Board of Directors. Garey earned his bachelor’s degree in accounting from Florida Southern College.
Cory Godwin
Godwin is a Jail Services Coordinator for the Florida Sheriffs Association. Previously, he served as the Chief Deputy Tax Collector for Bay and Walton Counties and was an Assistant Warden for the Florida Department of Corrections. A veteran of the United States Army Reserve, Godwin earned his bachelor’s degree in organizational leadership from Columbia Southern University.
David Kilcrease
Kilcrease is currently retired and previously served as a Lieutenant in the Jacksonville Sheriff’s Office for 35 years. Active in his community, he previously served as the Treasurer of the Jacksonville Chapter of the Fraternal Order of Police. Kilcrease was the recipient of the 2022 “President’s Award” from the Jacksonville Chapter of the Fraternal Order of Police.
Denver Stutler Jr.
Stutler is the Founder and Chief Executive Officer of USST Holdings, LLC. He previously served as the Secretary of the Florida Department of Transportation, the Chief of Staff to Governor Jeb Bush, and the Chief of Staff of the Florida Department of Environmental Protection. He was recognized in 2021 as a Distinguished Alumni from the University of Central Florida’s College of Engineering. Stutler earned his bachelor’s and master’s degrees in civil engineering from the University of Central Florida.
James Upchurch
Upchurch is a Self-Employed Consultant and Expert Witness for the Florida Department of Corrections and Upchurch Consulting, LLC. A veteran of the United States Army, he previously served as the Assistant Secretary for Institutions at the Florida Department of Corrections. Upchurch earned his bachelor’s and master’s degrees from Delta State University.
John “William” Whitehurst
Whitehurst is a School Safety Officer for the Walton County School District. Previously, he served as a Warden for the Florida Department of Corrections and was the President of the Walton County Youth Athletic League. A veteran of the Florida Army National Guard, Whitehurst previously served as the Vice President of the Panhandle Youth Football Organization and was a member of the Defuniak Springs Kiwanis Club.
These appointments are subject to confirmation by the Florida Senate.
